In fact in my country they sometimes already use a kind of special vegetation on flat roofs, which is not only a very good isolation, but is also nice to see.
Of course, this is a special, very resisting kind of plant which doesn't harm the roof, and doesn't need any care-taking... |

I love this idea and agree it would be nice to see as well; you could also plant flower-scape on the roof that wouldn't damage it. It would be nice to look at and would be a nice getaway!
